Design

The function of the firm's design process is to produce clearly understood construction plans, specifications, and bid documents to secure competitive bids within the clients' budget. PATE uses intensive project planning and independent third-party quality control measures to attain these goals.

Beginning with a project concept meeting that includes the project manager, project engineer, senior design technician, and quality control officer, the project scope of work is defined as well as the schedule for action. A conceptual cost estimate is generated at this time for use in future comparisons of the project scope and budget. The concept meeting includes discussion of the survey requirements, project construction baseline to be used in the design phase, and critical external and internal elements that can affect the project design.

The next phase of the project is the development of the one-line design, which is reviewed by the concept meeting team. The "one-line" displays the plan and profile design of the project (or plant schematic) with particular attention paid to horizontal and vertical pipe conflicts. After this review, the plan production process commences.

Plan, specification, and bid quantity reviews occur at the ninety percent and final review stages of a project. These reviews are conducted by various parties who are independent of the original plan production team to enhance the value of the review. This process provides the clarity review necessary to attain the goal of uniformity in the interpretation of the bid documents by the contractors.
