Harris County Flood Control District Unit W129-00-00 Outfall Evaluation;

The Texas Council of Engineering Companies (TCEC) awarded Pate Engineers, Inc., (PATE) a Gold Medal in the 2004 Engineering Excellence Award in the category of Special Projects for their work on the Harris County Flood Control District's (HCFCD) W129-00-00 watershed area. This project, which included investigation and recommendations to revitalize a 2-mile, open channel system, then went on to be a national finalist for the American Council of Engineering Companies' (ACEC), Engineering Excellence Awards.

Designed and managed by PATE, this project is only Phase I of an overall $35,000,000 rehabilitation project that will eventually reach to near Westpark Drive for a total of 10,000 feet. The channel is located in a 35-foot easement between a UP Railroad running 30 trains per day and a primary electrical distribution system. At the mouth a townhome complex is located immediately adjacent to the upper slope backing directly upon the 35-foot easement. The final section is two 10-feet x 12-feet concrete boxes. A significant energy dissipation structure is required at the outfall since the channel drops over 16 feet in the last 250 feet of the channel.

Project goals included mitigating flood waters, controlling energy dissipation, developing water quality features at the headwaters at the Westpark Drive storm sewer outfall and outfalls into Buffalo Bayou and designing a conveyance system that provides geotechnical stability to power lines, fiber optic lines, railroad and townhomes. PATE services include: project planning and initiation, status meeting and reports, structural and civil design services, production of a project manual, foundation analysis, surveying, prebid activities, construction phase services, and final design report.
