Montgomery
County Comprehensive Transportation Improvement Program
The
Texas Council of Engineering Companies (TCEC) awarded Pate Engineers,
Inc., (PATE) a Silver Medal in the 2005 Engineering Excellence
Awards Competition in the category of Studies,
Research and Consulting Engineering Services for their work on the
Montgomery County Comprehensive Transportation Improvement Program
for Montgomery County.
Montgomery
County called on PATE to provide professional and technical services
to revitalize the failing, 22-project, 2001 Mobility Plan. Serving
as a full partner with the State and the County, PATE developed
an innovative funding strategy that utilizes a combination of pass-through
tolls and conventional toll projects. Reviewing the transportation
projects themselves, PATE recommended phasing the list into Phase
1 and "Future Phase". Technical analysis of proposed improvements
revealed a number of issues that may solve one problem but not address
the overall, area issue, thus PATE made further recommendations
to alter improvements to meet the greater need rather than simply
patch an immediate concern.
By
expanding the role of the engineer and partnering with the State
of Texas and Montgomery County, PATE was able to open up new possibilities
for the County's mobility program. Although Montgomery County must
front the cost of the Phase 1 projects, the State will pay back
about 79 percent of these projects costs. Montgomery County's pass-through
tolling program is the first in the State of Texas.
